98yearly JOB DESCRIPTION City of Allentown Position Description Class Title: Human Resources Coordinator Grade Number: 10N (Non-Exempt) Department: Human Resources Bureau: N/A Union: None GENERAL PURPOSE: Human Resources Coordinator implements policy, programs, and processes to make the City of Allentown a workplace of choice and enable all City of Allentown employees to contribute at optimum levels toward the success of the City of Allentown citizens, partners and stakeholders.
The HR Coordinator facilitates administrative and professional work in coordinating the human resources program of the City of Allentown while supporting the HR Director and leadership in executing HR initiatives.
SUPERVISION RECEIVED: Works under the supervision of the Director of Human Resources.
SUPERVISION EXERCISED: May exercise supervision over temporary or other staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES: " Administer various human resources plans and procedures for all City personnel.
" Assist in development and implementation of personnel policies and procedures.
" Assist in preparation and maintenance of employee handbook and policies and procedures manual.
" Function as the administrative leader of the HR Administrative team by coordinating coverage, managing incoming phone calls, and handling departmental guests.
) " Assist in evaluation of reports, decisions, and results of the Department in relation to established goals.
Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of Department's administrative processes.
" Provide coordination and support for HR programs and projects including the performance appraisal process, the employee engagement survey, job fairs, HR communication and other projects and programs.
" Compose and type correspondence, reports, and other key documents as necessary and directed by HR Director.
" Perform routine office tasks such as processing invoices, requisitions, purchase orders, contracts, and tuition reimbursement.
" Maintain personnel files and oversee the maintenance and organization of filing procedures, maintaining accurate and up-to-date files.
" Assist with policy documentation, employee engagement, and customer service efforts.
" Provide assistance with training and development efforts by reserving rooms, scheduling sessions, and other administrative functions.
" Interact with customers via telephone and email to provide support and information.
" Perform other duties as required.
MINIMUM QUALIFICATIONS: Education and Experience: (A) Associates Degree in Human Resources Management, or a related field required.
Bachelor's Degree preferred.
(B) Two years in office administration (C) Equivalent combination of related education and experience.
(D) Bilingual/Spanish preferred.
Necessary Knowledge, Skills and Abilities: (A) Knowledge of modern policies and practices of public personnel administration.
(B) Knowledge of personnel and benefits practices and procedures, including, but not limited to benefits administration, recruitment and selection, basic labor relations.
(C) Knowledge of computers and computer software, with ability to apply this aptitude in word processing, Excel spreadsheet development, and Word document merges.
(D) Knowledge of proper records management, retention of records and cataloguing of files.
(E) Excellent verbal and written communication skills.
(F) Excellent interpersonal skills.
(G) Excellent organizational skills and attention to detail.
(H) Excellent time management skills with a proven ability to meet deadlines.
(I) Ability to maintain confidential and sensitive information.
(J) Ability to prepare and analyze comprehensive reports, carry out assignments, and administer existing and proposed programs.
(K) Ability to learn and apply personnel policies and procedures of the City of Allentown, insurance plan benefits, programs and other policies.
(L) Ability to provide staff support in complex, sensitive, or difficult human resources related assignment (M) Ability to work successfully and productively in a team environment or independently and handle with multiple tasks effectively.
(N) Ability to perform well and be unfailingly diplomatic in a high pressure and complex environment.
(O) Ability to multitask, establish priorities, work independently.
TOOLS AND EQUIPMENT USED: Requires intensive daily use of personal computer utilizing various software programs and spreadsheets, including Microsoft Office and related software, and telephone.
